DUTCH can speak how good ENGLISH?

I'd like to add one more reason to the ones given by Fredrik: Just like Dutch-speaking Belgians, they get showered with American movies and TV series. And unlike what happens in many other European countries, there's no voice-over, just subtitles. In my experience it's a pretty effective way of learning a language!
