As j said, it was probably "tick tock", which indicates the sound of a clock. "Tock" and "talk" would sound the same in some accents (like my Massachusetts accent, or a Canadian or Western US accent) but they would sound different in others.
You are right. I never heard someone pronounce it as "talk" in my country so I took it as a new phrase. I think British people would pronounce it differently, wouldn't they?

As far as I know, the L in talk is always silent, no matter what country you're in. So talk always sounds like tock. The exact vowel sound may vary, but not the consonants.

Yes. In an English accent they would be: tock [tQk] talk [tO:k] In a "standard General American" accent they might sound a bit more similar: tock [tAk] talk [tQk] And for many Americans they would be merged as either [tAk] or [tQk].
As far as I remember the movie plot, it's more likely to be a "tick tock".
