This is odd. The Tysto spelling reform keeps the soft "c" in "cinematography", "cinematograher" and "cipher" where changing it to "s" wouldn't form a homograph, yet they change it in "cissy" where it would form a homograph. What's going on here?

Not so odd. The spelling "cissy" is a variant of "sissy".
However, "Cissy" is a nickname for "Cecilia". This is odd to me.
