video submissions and comment

Dear friends,

(Managing editor of Time Richard Stengel explains the odd choice (You as the Person of 2006). He uploaded a video to YouTube asking for input. The responses were numerous. Within days, the video had "tens of thousands of page views and dozens of video submissions and comments." )

1)What does "video submissions and comment" mean? Does it mean that "submissions and comment " were uploaded to the video created by the editor or does it mean that "submissions and comments" were in the form of a video?

2)What does "submissions" mean? According to my understanding, "comments" are a kind of "submissions". Right? But the author use "and" between "submissions" and "comments".

comments, are comments

Both videos and comments are a form of submission. But in this context, submission only refers to the videos.

Possibly because the Videos are 'Edited' before they are broadcast, whereas the 'Comments' are broadcast as soon as they come in.
