What an odd question. Huggy bear can either be a nickname or term of endearment. The person so named may be someone who hugs a lot or perhaps someone who is so cute that he or she is huggable.
Of course, nicknames don't always correspond with a person's traits or characteristics. For instance, I have 300 lbs co-worker that everyone calls "Slim".
