"My overall outline of auditing and assurance is to ....." should I use is or are?

use "are," that's grammatically correct.

Use "is." "are" is not grammatically correct, b/c the subject isn't "auditing and assurance" the subject is "outline."

You should use "is", because as Skippy said, the subject is "outline", not "auditing and assurance".
