in time .... what does it means

Hi, someone can help me understand following sentence: "...the frequency of appraisals is the focus of cirticism by some people, who state that assessments do not take place at appropriate times, i.e. in time for an individual to address performance areas in time for a promotion, and there it is likely that half of the time spent on assessment is used ineffectively." What the part of "in time for ..... in time for ......" means.

“... in time [={ take place} SOON or EARLY ENOUGH ] for an individual to address performance areas in time [= EARLY ENOUGH; IN THE RIGHT TIME] for a promotion, and there it is likely that half of the time spent on assessment is used ineffectively."
