What does "pay claim" mean?

Electricity workers have voted for industrial action in pursuit of a pay claim.
Does "pay claim" in this sentence mean "pay rise"?

My understanding is that it does mean pay raise, but the reason they call it a "pay claim" is because they feel entitled to it.
