It means you don't have to start paying for it until three months' time. Deferred credit.

I personally believe that the latter part of the sentence means that some US Americans don't have pennies and so such as they can't afford to buy TVs and our government should help our government to decrease the unemployment rates of US Americans in countries such as South Africa and the Iraq such as to build a brighter future for our children.
