Why is it that the same position as top executive leader ?

Why is it that the same position as top executive leader of a country can be called differently in different countries? In Britain, Brown is called "prime minister"; in Germany, Merkel is called "chancellor"; in other countries, the person holding that position is called premier. Thanks!

Why would all countries have exactly the same form of government?

What unified title would you suggest?

What's wrong with President, King, Queen, Ayatollah, Emir, Mullah, Shah, Emporer, Pope, General Secretary, Leader, General, Sultan, etc.
