An insight:

The rhetorical question - This is where the person asking the question does not expect an answer because he/she already knows the answer.

In the British television series "Yes Minister/Prime Minister":

James Hacker (Minister/Prime Minister) asks a question.

Bernard (Main Assistant/Secretary) starts to answers the question in a detailed way.

James Hacker responds - You don't have to answer the question Bernard - it is a rhetorical question.

More than an insight:

Rhetoric - Pet phrases, sentences and ideas a person likes to repeat over and over again because it makes that person feel comfortable and they also feel that using these phrases etc is an easy way to win a debate or at least draw.
