I don't think so. If Spanish hadn't spoken in Latin America (beautiful and interesting countries, like Mexico, Peru, Argentina, that is an entire continent) nobody would choose it in Europe, It would be like Polish or Dutch.

I doubt that in Southern France, where Spanish is a popular foreign language , it's due to interest in countries like Peru and not to Spain.

Without Latin America, Spanish won't be more popular than Italian, even take account of Latin America (Hispanic population), Italian is still more prestige than Spanish.
