A Scandinavian language

Isn't Skandinavisk is a simplified Swedish so that people from Scandianavia who speak closely related languages could communicate much easier using this newly developed speech because it seems to me that in its written form, it's indistinguishable from written Swedish?

Is this the Basic English of the Scandinavian world?

On multilingual labels I've seen "Scand" or something like it. What language is that, then?
