Here in California, Spanish is second (in some areas first).

<<In Europe: Russian (more spoken than German or French)>>

In Europe? That's nonsense

If you're not in Russia, Belarus, Ukraine and maybe the Baltic States Russian will be quite useless.
Even in Eastern Europe, where people were forced to learn Russian at school during the cold war, it's better to use German or English. A lot of people unlearned it, because they never really used it. It was a unpopular language of the occupying power. I know a lot of people who had Russian at school and they only know some basic words.
And how do you want to use Russian in Western Europe?

Portuguese is most used in South America than Spanish, so Portuguese is the most important language of SA.

I disagree.
Also, I prefer French, I think is more important than Spanish.

That´s easy. You can go from Alaska to Argentina, speaking only two languages: English and Spanish.

I think that at this moment is Spanish.

'Spanish is the less refined of the latin languages'

Many people around the world, would agree that Portuguese is the less refined of the latin languages. Because it's a cross between French and Spanish, kind of like Catalan.

What the heck constitutes "refinement" of a language?

It's French. It's spoken in six continents and the second most studied foreign language.
