Thanks for letting me know that. Perhaps I should've hit the "refresh" button before posting that last message.
Where is this speaker from?
I also went through all the Canadian and Northeastern US ones...not one of them sounded even close.
Well, you know, not all people are going to have a distinctly identifiable regional accent, especially if they've moved around a lot. They may have a feature from here, a feature from there, something else that they made up themselves -- this could be a wild goose chase.
Here is a woman speaker from the exact same region: http://207.210.65.247/hosting/rom/w.wav
Huh...she sounded like she could be from here in Minnesota, except for one thing. The way she pronounced bags is the same way as most people around here do, and her monophthongal vowels in words like 'snake' and 'go' are common here also, but the one thing that makes me think she's not from Minnesota is that she pronounces 'call' similar 'cole', like the guy in the original sample did. Wherever they're from, it's a strange mixed accent.

Hmm. The word 'call' definitely had an 'ah' sound, and not an 'o' sound.

Here's both speakers pronouncing 'call':

I just listened to the woman speaker's recording. I'm definitely thinking they're Canadian--I think "Bob" and "bags" give it away.
To me it doesn't sound Canadian. It sounds more like a Massachussetts accent. It sounds extremely similar to this sample: http://accent.gmu.edu/browse_language.php?function=detail&speakerid=153

No I think that one sounds kinda different. Did you hear how that guy pronounces "Bob?" Also, his "store" almost sounds nonrhotic. A very different accent, in my opinion.

I agree with Watashi. Other than the non-rhoticness of this third person's accent, the vowels (including in Bob, bags, etc.) are identical to the first two speakers. Like I've said all along...it sounds like John Kerry.
