Chile received French and German migrants since it was more prosperous than these countries during the XIX century and the begining of the XX. Bachelet and the infamous General Pinochet are two examples.

That is not exactly. In this interesting map you can see the number of students of Spanish around the World. In USA is very studied. In Canada not so studied.

One reasonable plan would be to first expand into Siberia and Russia, then into the Middle East, and eventually into Europe and North America. Of course, this is all easier said than done, but I expect it will become possible eventually.
